Uhm..i know that if you are a melee and you are blinded you can use a wand to build up adrenaline, because the effect of blindness doesn't trigger on wand's attacks.
If you are a caster maybe the wand/shield set could be an intermediate set for having both the casting bonuses and some defence, but it's seem a bit strange to me.

Maybe the martial/focus set could be useful when you desperately need extra energy for some skill.

Other than this, i don't know.

This is wrong. Blindness affects wand attacks in the same way it does that of martial ranged weapons.

There isn't really much point to this. If you're getting hit hard you'd be better off in a shield set, if you're not then you'd be better off in a cast set. If you can't decide which of these two sets you need to use when you need to use a skill then it likely isn't an issue.

A "seize the day"/"live for today" inscription does this better.

I end up in that sometimes when I'm not paying attention and swap shields while in a 40/40, so it's possible that was just an accident.

However, I tend more towards the "gotta have my bat shark repellant" school of thought, so I do switch weapons a lot in matches and have a spare bag for my pvp chars.

Agree. This is the reason why this seemed strange to me

That guide is PvE oriented, where the AI throws blinds/antimelee hexes about based on your equipped weapons. Equipping a wand/staff will fool AI into not blinding you in the first place. Should you become blinded then your wand/staff acts the same way as a spear/bow under blind. 90% miss, and projectiles are off centre to boot.
